Graduate from an ineligible high school, complete a home study program in accordance with the requirements of Official Code of Georgia Annotated (O.C.G.A.) § 20-2-690(c), et seq., or earn a General Education Development (GED) diploma from the Technical College System of Georgia (TCSG) and score in the national composite 80th percentile or higher on the SAT or ACT.A student who graduated from an ineligible high school, completed a home study program in Georgia or earned a GED diploma (awarded by TCSG after June 30,1993), may qualify for the HOPE Scholarship as an entering college freshman, if the student scored in or above the national composite 80th percentile on the SAT or ACT (1780 and 26, respectively).

An ineligible high school is a school in the state of Georgia that is not accredited by one of the agencies listed below:
  • Southern Association of Colleges and Schools;
  • Georgia Accrediting Commission;
  • Georgia Association of Christian Schools;
  • Association of Christian Schools International;
  • Georgia Private School Accreditation Council; or
  • Southern Association of Independent Schools
If the high school is located outside the state of Georgia and is not accredited by one of the agencies listed below:
  • Southern Association of Colleges and Schools;
  • New England Association of Schools and Colleges;
  • Middle States Association of Colleges and Schools;
  • North Central Association of Colleges and Schools;
  • Northwest Accreditation Commission;
  • Western Association of Schools and Colleges;
  • Alabama Independent School Association; or
  • Southern Association of Independent Schools
For purposes of the HOPE Scholarship Program, a home study program is an educational entity that is not a public school or a private school in Georgia and meets the requirements for home study programs pursuant to O.C.G.A. §20-2-690(c), et seq. in Georgia.

The GED diploma must have been awarded by TCSG after June 30, 1993.
